    The Town of Falmouth is seeking a strategic and collaborative Finance Director to lead high-performing financial operations

    and play a central role in shaping the Town’s financial future. This is a high-impact executive leadership opportunity for an experienced municipal finance professional to influence policy, guide long-range planning, and partner closely with Town leadership in a community known for its strong fiscal stewardship and AAA bond rating.

    This role operates at the highest levels of the organization, with direct influence on Town-wide strategy and decision making. The Finance Director oversees a well-structured Finance Department supported by experienced Division Heads and builds upon Falmouth’s strong financial foundation. This position also provides the opportunity to lead ongoing modernization efforts, including the continued implementation and optimization of the Town’s Tyler Technologies MUNIS ERP system, and to make a lasting impact on organizational performance and service delivery.

    The Town offers a flexible and supportive work environment, including limited remote work options for the right candidate along with a highly competitive compensation package.

    Expected Starting Salary and Benefits: $140,649.60 - $190,049.60/year (FY27 rates), commensurate with qualifications and experience, with up to $20,000 in sign-on, retention, and/or relocation incentives.     Position Overview and Key Responsibilities: Reporting to the Town Manager, the Finance Director serves as the Town’s Chief Financial Officer and leads all aspects of municipal financial operations, including the Accounting, Assessing, and Treasurer/Collector functions. The position provides strategic leadership, financial oversight, and operational direction to ensure fiscal sustainability, transparency, and compliance with all applicable laws and best practices.

    Key responsibilities:

    • Provide executive leadership and strategic direction for all municipal financial operations;
    • Serve as a member of the Town’s Senior Management Team and contribute to Town-wide policy and planning

    initiatives;

    • Supervise and mentor the Finance Department Division Heads (Town Accountant, Director of Assessing, and

    Treasurer/Collector) and foster a high-performing, collaborative Finance team;

    • Oversee budgeting, forecasting, internal controls, and financial reporting and lead the development and

    management of the Town’s $184 million operating budget and capital planning program;

    • Oversee production of the Town Meeting warrant book with input from the Finance Committee, Select Board,

    Town Manager, Town Counsel, and other department staff;

    • Manage the Town’s debt portfolio and financial strategy, maintaining its AAA credit rating;
    • Oversee audits and long-term liabilities, including OPEB;
    • Serve as the Town’s Chief Procurement Officer and ensure Town-wide compliance with Massachusetts procurement laws;

    • Act as the primary spokesperson for the Finance Department and the technical advisor and staff liaison to the Finance Committee; and
    • Lead the continued implementation and optimization of the Town’s Tyler Technologies MUNIS ERP system in collaboration with an established outside project manager.

    Minimum Qualifications: Must have a bachelor’s degree in finance, accounting, business administration, or a related field.

    Master’s degree and/or CPA strongly preferred. Must have a minimum of seven (7) years of progressively responsible related experience in municipal finance or public sector financial management, including significant supervisory experience; or any equivalent combination of education, training, or experience which demonstrates possession of the required knowledge, skills, and abilities necessary to perform the essential functions of the position. Must have demonstrated expertise in municipal budgeting, financial forecasting, capital planning, and compliance with

    Massachusetts General Laws.

    Must be a Massachusetts Certified Public Purchasing Official (MCPPO) or obtain certification within two (2) years of appointment. Must have a valid Massachusetts driver’s license.
