    Position Purpose:

    Performs responsible skilled accounting, administrative, supervisory work in assisting the Chief Financial Officer and manages the overall operations of the Accounting Department. Performs all other related work as required.

    Essential Functions:

    The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

    • 1.      Manages all expenditures of the city to conform to the requirements of Massachusetts General Laws and City Meeting appropriations and grantors, and ensures expenditures do not exceed City Meeting appropriations or grant authorizations.
    • 2.      Accounts for all financial transactions of the City-Receipts and Expenditures- in conformance with Generally Accepted Accounting Principles (GAAP), Uniform Municipal Accounting System (UMAS) promulgated by the Commonwealth of Massachusetts Department of Revenue and Governmental Accounting Standards Board (GASB).
    • 3.      Communicates accounting information to: (1) City’s municipal program managers to facilitate their management of program budgets and appropriations (2) independent auditors who must opine on the financial condition of the City; (3) state and federal agencies for use in generating financial information for program and policy development, and (4) credit rating agencies for their use in assessing the City’s financial stability and creditworthiness and Residents.
    • 4.      Reviews the municipality's financial books and ensures that proper procedures are being maintained.
    • 5.      Maintains the municipality's key financial records. These records include statements of expenditures and revenues, as well as a balance sheet of assets, liabilities and fund balances. Verifies that a city’s monies are being collected and disbursed in accordance with the law and municipality's financial policies, including the operating budget.
    • 6.      Manages reconciliations of accounts— Cash, Receivables, etc.
    • 7.      Establishes procedures to ensure that services have been performed prior to the authorization of expenditure payments, that sufficient money is available in the appropriation account, the expenditure is for a legal purpose and that the procurement of the food or service occurred in conformance with purchasing requirements.
    • 8.      Supervises the Payroll Department and ensure that payments are in compliance to laws and employment contracts.
    • 9.      Manages all municipal contracts and reviews of Contracts for availability of funds prior to signature.
    • 10.   Prepares numerous summary reports, including the annual statement of expenditures and revenues and annual balance sheet. Schedule A for the Massachusetts Department of Revenue as well as preparing statements necessary to prepare the City’s Financial Statements and the end of the year school report.
    • 11.   Maintains memberships: Member of the City of Framingham Retirement Board, Massachusetts Auditors and Accountants Association Inc.
    • 12.   Maintains General Ledger in compliance with Massachusetts General Laws and Massachusetts Department of Elementary and Secondary Education.
    • 13.   Certifies Chapter 90 reimbursement requests are complete and accurate.
    • 14.   Maintain detailed record of all city debt. Assist in preparation of tax recap.
    • 15.   Performs all other duties as required.

    Qualifications:

    • Bachelor’s Degree in Accounting, or related field; five to seven (5-7) years of accounting experience in public sector finance; or an equivalent and relevant combination of education, training and experience.
    • Certified Governmental Accountant Designation.
    • Proficient computer skills in the use of Microsoft Office and the City’s financial/payroll system.
    • Excellent organizational and customer service skills.
    • Knowledge of:
    o  Thorough knowledge of principles and practices of municipal finance.
    • o   Working knowledge of computer applications for financial management and the Town’s payroll system.
    • o   Knowledge of standard office operations and procedures. Working knowledge of UMAS and GASB regulations.
    • ·        Ability to:
    • o   Lead the work of others. Work well with other city departments. Communicate effectively in writing and orally.
    • o   Operate standard office equipment.
    • o   Supervise, assign and evaluate the work of employees. 
    • o   Plan and prioritize work and perform multiple tasks within a timely manner. Work under occasional stress generated by deadlines. 
    • o   Interpret and enforce municipal accounting regulations in an impartial, consistent manner.

    Physical Demands:

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the position’s essential functions.

    Regularly required to walk, stand, sit, talk, and hear; operate objects, tools, or controls; pick up paper, files and other common office objects.  Ability to view computer screens and work with details for extended periods of time.  Must be able to communicate written and verbally.  Vision and hearing at or correctable to normal ranges.

    Supervision Required:

    Work is performed under the general direction of the Chief Financial Officer.

    Supervisory Responsibility:

    Supervises (7) seven employees: Assistant City Accountant, Payroll staff, and Accounts Payable staff. 

    Work Environment:

    Work is performed under typical office conditions; the noise level is moderate. Operates computer, telephone, facsimile machine, copier, calculator, and other standard office equipment. Employee has frequent contact with city departments, government agencies and vendors; Contacts are in person, by telephone, and by email and involve an information exchange dialogue.

    Occupational Risk:

    Errors could result in delay of service, and legal and/or financial repercussions for the City.
