POSITION OVERVIEW:
Assists with the development and administration of the annual operating budget. Performs financial analysis of school department programs and accounts. Coordinates with the Project Manager and Accounts Payable Budget Analyst on special projects as required by the Deputy Superintendent of Administration and Finance. Directs the work of the Payroll Specialist and provides technical support and assistance to the Payroll Specialist as necessary.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Perform financial analysis and prepare projections of expenditures as compared to approved budget for salary accounts; review with the Deputy Superintendent for Administration and Anance and recommend actions as necessary.
- Maintain master list of all employees, by salary account, in order to reconcile weekly and biweekly payroll warrant.
- Calculate the variance between approved budget and projected actual expenditures resulting from changes to personnel.
- Confirm accuracy of all payroll forms prior to processing.
- Ensure all payroll expenditures are correctly coded and reconciled for all funds.
- Calculate and process salary adjustments as necessary (e.g. new hire, leave of absence, resignation, termination). consistent with collective bargaining agreements or individual contracts.
- Oversee the maintenance and management of all payroll records (Action Forms, accruals, salary records, adjustments).
- Coordinate with the Accounts Payable Budget Analyst to verify that salaries charged to grant and/or special revenue accounts are appropriate.
- Prepare information required for the completion of the DESE End-of-Year Report and annual financial audit; prepare other reports as necessary in accordance with State statute and Town by-laws.
- Prepare payroll reports and research specific salary proposals for the Director of Human Resources in support of contract administration, collective bargaining and negotiations.
- Provide assistance to employees, administration, other Town departments and the general public by serving as a resource and liaison, while protecting confidentiality of information.
- Research and respond to inquiries from School Department employees in regard to their earnings, deductions and/or benefits.
- Maintain salary table master file based on collective bargaining agreements.
- Process annual step and salary adjustments based on collective bargaining agreements and individual contracts.
- Assist in the development of annual salary budget and other materials for School Committee, Finance Committee and Town Meeting
- Perform any other duties deemed appropriate/necessary by the Deputy Superintendent for Administration and Finance.
QUALIFICATIONS- REQUIRED:
- Bachelor’s Degree in Finance or a related field. Additional directly related work experience may be considered in lieu of this requirement.
- Minimum 2-3 years work experience with demonstrated knowledge of municipal bookkeeping, accounting and payroll procedures.
- Proficiency with the Microsoft Office suite, Google, MUNIS, and Laserfiche
- Expertise in spreadsheet and word processing software.
- Working knowledge of computers and electronic data processing; working knowledge of modern office practices and procedures.
- Ability to meet and deal effectively with the public
- The successful candidate must have strong written and oral communication skills, as well as the ability to handle multiple tasks in a highly interactive environment.
- Current authorization to work in the United States by the first day of employment.
