The Town of Barnstable (population 45,000) is seeking qualified applicants for the position of Treasurer/Collector. This position plays a central role in maintaining the town’s current and long-term fiscal health. The position’s primary responsibilities include the oversight of payroll processing, cash and investment management, debt management, tax title and tax foreclosure programs, and property tax and sewer utility billing and collection. The position is also responsible for the billing and collection of taxes for the town’s five fire districts, and serves as the Treasurer for the Regional Veterans’ District. Barnstable has proposed a 2023 all-funds operating budget of $232 million.
Applicants must have thorough knowledge of state statutes and regulations governing operations of municipal treasurer and collector; considerable knowledge of office management systems and procedures, including data processing and computer technology. The successful candidate must also demonstrate excellent oral and written communication skills; thorough knowledge of the banking and finance markets and the ability to deal with all town senior staff; banking and financial lending institutions, commercial businesses, insurers, and federal and state regulatory agencies.
A Master’s degree in finance or related field is preferred with ten years of progressively responsible experience in the local government or comparable setting. Demonstrated experience in using MUNIS or other financial software required. Equivalent combination of education and experience sufficient to successfully perform the essential duties of this position will be considered. Qualified candidates must demonstrate knowledge of local government processes, tax billing and collections procedures, payroll procedures and investment and debt management. Candidates must possess a strong and moral character, have excellent communication and interpersonal skills, and be personable, open, honest, inclusive, and transparent.
The Town of Barnstable is located in the mid-cape area of Cape Cod and is approximately 60 miles south of the City of Boston. Due to its unique location it is the regional commercial and transportation hub for the Cape Cod area. Ferry service for the islands of Martha’s Vineyard and Nantucket are provided by the Steamship Authority from the village of Hyannis and the Cape Cod Gateway Airport is the third largest and busiest airport in Massachusetts. The position also offers the opportunity to be part of a hybrid work team that works remotely part of the week.
