POSITION SUMMARY:
As the chief business official, the Director of Finance & Operations oversees all matters pertaining to operations, the budget, financial reporting, payroll, accounts payable, accounts receivable, and purchasing.

Superintendent of Schools
CERTIFICATION & LICENSURE REQUIREMENTS
Massachusetts Department of Elementary and Secondary Education (DESE) licensure as a School Business Administrator is preferred. Unlicensed candidates are still encouraged to apply, but applicants must be eligible for certification and/or a waiver.
TRAINING AND EXPERIENCE:

At least three years of experience working in a business, administrative, and/or finance position – preferably in a school setting

Bachelor's degree required; Master's Degree in a related field preferred

Strong background and training in accounting

Thorough, current knowledge of federal and state laws and regulations pertaining to school finance, funding, budgeting, and procurement

Technology skills and experience with spreadsheet applications and other financial software required; because the district uses School ERP Pro, formerly known as Infinite Visions, experience with that application is desirable

Knowledge of and experience in M.G.L. 30b Procurement procedures; certification as a Massachusetts Certified Public Purchasing Official (MCPPO) is highly desirable

ESSENTIAL FUNCTIONS:

Establish and maintain positive working relationships with school committee members, district staff and administrators, town hall employees, contractors, vendors, and the public

Review and continuously improve systems to strengthen district finances and to optimize operational processes and workflows

Create, coordinate and direct budget development activities and budget administration processes

Provide counsel to managers on fiscal and operational matters, including assisting building principals as they develop building-based budgets

Prepare and present financial reports to the School Committee, state officials and the public – as requested and in accordance with government regulations and mandates

Generate projections of revenues and expenditures

Oversee implementation and execution of grants

Oversee planning, budgeting, and execution of revolving accounts

Monitor and implement internal financial controls and auditing processes

Monitor all expenditures and report the status of each account on a monthly basis

Establish, implement and monitor procedures for procurement

Administer and supervise accounts payable, payroll and warrant functions

Provide data for contract negotiations and periodically participate in negotiations as the superintendent requests

Monitor Circuit Breaker amounts for integration into the annual budgets

Monitor a district-wide plan for the management of student activity and internal school-based funds

Arrange and coordinate preparation of the annual financial audit and any internal audit assignments requested by the Superintendent or the School Committee

Work closely and cooperatively with state and/or independent auditors

Oversee student transportation, including producing all reports, fee collection, and bid/contract negotiations

Perform any duties assigned by the Superintendent

SUPERVISORY RESPONSIBILITIES:
The Director of Finance & Operations supervises the School Accountant, Nutrition Services Director, Accounts Payable Bookkeepers, and the Payroll Coordinator.

Compensation will be based upon the applicant’s skills and experience and will be regionally competitive.
