The Chelsea Public Schools (CPS) is a gateway school system that welcomes and educates all students and families. Statement of Duties
Position is responsible for administering the business affairs of the District, including, but not limited to, developing and managing the annual budget, supervising revenue and expense administration and payroll, and overseeing purchase requisitions. Employee is required to perform all similar or related duties.
Essential Functions

- Together with District leadership develops annual budget. Establishes budget development schedules and timelines; develops salary, expense and trend data; inputs budget data, and coordinates production and distribution of budget.
- Develops and implements the District’s accounting system and procedures; provides timely and accurate financial information and ensures the integrity of the financial data by instituting proper internal controls.
- Manages current year budget, including monthly projections, accounts payable, and budget transfers.
- Maintains data base of current contracts; provides notification prior to end date, prepares contract extensions; prepares scope of services for new contracts.
- Reviews and approves all school department purchase requisitions; coordinates with City’s Chief Procurement Officer as needed.
- Compiles data for and prepare End of Year Reports in format required by Commonwealth; prepares other routine and ad hoc financial reports.
- Works with food service management vendor; reviews and submits monthly claims and commodity offers to Department of Elementary and Secondary Education (DESE).
- Ensures accurate and timely payroll processing and position control.
- Participates as an active member on Chelsea Public Schools’ Wellness Committee, established pursuant to State and federal law to promote and protect children’s health, well-being, and ability to learn by supporting healthy eating and physical activity. Supervises subordinate staff; makes work assignments, provides training, and evaluates performance.
- Maintains and improves upon the efficiency and effectiveness of all areas under his/her direction and control.
Required Qualifications:

Bachelor’s degree in business administration or a related field and from three up to five years of experience in school finance or municipal finance or any equivalent combination of education and experience required.

Licensed as School Business Manager by the Board of Elementary and Secondary Education, or eligible for licensure. Certification as Massachusetts Certified Public Purchasing Official (MCPPO) required within three years of date of hire.

Knowledge: Thorough knowledge of public accounting and auditing principles, practices and procedures. Thorough knowledge of generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB) standards, and applicable Massachusetts General Laws, regarding finance and procurement. Knowledge of District budgetary functions. Knowledge of best practices in grants management. Thorough knowledge of District policies, procedures, and operations.

Abilities: Ability to analyze and interpret financial data and to present findings clearly. Ability to establish and maintain cooperative relationships with District and City management and staff, funding agencies, vendors, and other governmental representatives. Ability to communicate effectively orally and in writing. Ability to respect and preserve confidentiality. Ability to train and supervise employees effectively. Ability to resolve conflict in a calm and constructive manner. Ability to develop or revise policies and procedures to improve District operations. Ability to act in a collaborative manner when working and making decisions.

Skill: Excellent skills in the use of personal computers and software including financial software, word processing, and spreadsheet applications in support of District operations. Excellent organizational, time management, and analytical skills. Strong commitment to excellence in customer service. Analytical skills to assess current performance and improve processes. Attention to detail.
Qualifications Preferred:
- Master’s degree
- Specific experience in non-profit management, education, social work, and working with schools is desired.
- Bilingual in Spanish
Terms: This is a non-union position, 40 hours per week, year round position, and 215 days work year.
