Purchasing Agent, Department of Administration and Finance
Grade 23 - (Hourly rate $36.27 - $41.36)

Under direction and in cooperation with the Chief Administrative and Financial Officer (CAFO), this position assists city and school departments in the procurement of goods and services in conformance with city policy and state and local laws, rules and regulations.
This position shall be responsible for bid preparation and specification writing for the purchase of materials and equipment for city departments and to review specifications to ensure open and equitable opportunities for competitive purchasing.
Review purchase requisitions prepared by user departments; ensure accuracy of information and availability of funds. Review and authorize purchase orders; draw up specifications; obtain price quotes; adhere to regulations defining bidding procedures; award bids; secure bid deposits and/or performance bonds as needed.
Resolve complaints with vendors; assure replacement products are received. Attend cooperative buying meetings; assist in preparing and adhering to terms of cooperative purchase agreements.
Attend meetings, conferences, and contract sessions and coordinate work activity with user departments. Perform other administrative and departmental functions as directed.
Define and administer office policies; direct and train staff in purchasing procedures; resolve conflicts; assist in hiring and termination decisions.
Qualifications: Equivalent to completion of four (4) years of college with course emphasis in accounting, finance or related field. Five (5) years of supervisory and professional purchasing experience in a municipal or state government. Become a member of the Massachusetts Association of Public Purchasing Officials (MAPPO), Massachusetts Association of School Business Officials (MASBO) or similar professional organization.
Special Requirement: Massachusetts Certified Public Purchasing Official (MCPPO) required within one (1) year.
Independent Action: Establish short and long range plans and objectives within the scope of municipal wide policies; purchase through cooperative buying or directly all supplies for the City. Major purchases and bids involving contracts are evaluated and approved by the Mayor.
