    The Somerville Treasurer/Collector is responsible for the management of all City cash, issuance and payment of debt, and the City’s property and casualty insurance policies. The Treasurer is also the custodian of all stabilization and trust funds, as well as all investments. The Treasurer/Collector is responsible for the billing and collection of Real Estate Tax, Personal Property Tax, Motor Vehicle Excise Tax and Water & Sewer Utilities. As part of the collection process the Treasurer/Collector initiates Tax Liens, petitions to foreclose in Land Court and acts as custodian of foreclosed property. Employee is required to perform all similar or related duties.

    Essential Functions:

    Manages, oversees and monitors balances on all cash and investments of the City with the objective of maximizing the City’s return while minimizing its risk.

    Assures compliance with Massachusetts General Laws and General Accepted Accounting Principles (GAAP).

    Manages cash flow and perform cash projects.

    Manages Other Postemployment Benefits (OPEB) Trust Fund.

    Works with City’s financial advisor and bond counsel to issue debt and make all payments in a timely fashion on existing debt.

    Maintains bank accounts and distributes payroll checks to operating departments.

    Files Federal Form 941 and Massachusetts Form M-941 for federal and state tax reporting purposes. Extracts Form 941 information from the MUNIS/Database and makes the corresponding federal deposits. Remits withholding deposits to the Massachusetts Department of Revenue.

    Balances and bills commitments according to M.G.L. and mails within state mandated time lines.

    Institutes collection proceedings against any past due accounts by the revocation of licenses and permits, water/sewer and tax liens and by making licenses and registrations for non-renewal at the Registry of Motor Vehicles.

    Files petitions to foreclose when a property in Tax Title still remains delinquent, eventually selling the property at auction if the tax remains unpaid.

    Works with taxpayers to resolve problems related to taxes and utility bills.

    Recommended Minimum Qualifications:

    Education and Experience: Bachelor’s degree in accounting, economics, business administration, finance or related field, and five to seven (5-7) years of related work experience in municipal finance or banking; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

    Special Requirements

    Incumbent must be bondable

    Certified Massachusetts Municipal Collector/Treasurer highly preferred; must be able to obtain certification within five (5) years of appointment

    Salary: 110,000 per year plus benefits; compensation commensurate with experience
