    Job Title: Director of Finance and Administration
    Reports To : Superintendent
    Salary/Benefits: Commensurate with experience

    JOB GOAL
    The Director of Finance and Administration is responsible for all financial and accounting management for the District. The Director of Finance and Administration is responsible for interpreting and administering all local, state, and federal statutes, rules, policies, and administrative directions pertaining to the financial management of District funds. As an integral member of the Superintendent's Cabinet, the Director of Finance and Administration administers the business operations to ensure that the District is able to provide the best possible educational services with the financial resources available.

    QUALIFICATIONS

    Education: Master’s degree from an accredited college/university in a related field

    Professional Certification: MA DESE license or eligibility for a DESE license as a School Business Administrator or Superintendent/Assistant Superintendent

    Specialized Knowledge:
    Strong background and training in accounting; Certified Public Accounting (CPA) or Certified Government Accounting (CGA) preferred

    Current knowledge and understanding of:
    • municipal law and financial analysis
    • financial software, preferably MUNIS
    • MA purchasing laws and regulations pertaining to school finance
    • M.G.L. 30b Procurement procedures: MCPPO certification preferred
    • Advanced technology skills including Microsoft Office products (including Excel, Power Point, etc.) and Google products
    (including Sheets, Presentations, Documents, etc.)
    • Ability to analyze processes for automation and improvement

    Preferred Experience:
    • Minimum of five years experience of successful financial management, preferably in a school or municipal finance/business
    capacity
    • Experience supervising departments and employees
    • Experience collaborating with the Human Resources department
    • Experience supervising Business Office and Accounting departments, Buildings and Grounds departments, Food Services
    departments, Transportation departments, Community Education programs, and Construction Support departments

    • Ability to communicate clearly and effectively, both orally and in writing

    • Demonstrated ability to work collaboratively with school departments, town personnel, and community representatives

    • Such alternatives to the above qualifications as the Superintendent may find appropriate and in conformity with state certification
    requirements.

    • Successful completion of Criminal Records Check (C.O.R.I.), Sexual Offender Record Check (S.O.R.I.), and fingerprints

    PERFORMANCE RESPONSIBILITIES MAY INCLUDE

    FINANCIAL:
    • Assists the Superintendent in developing the financial capabilities that support the Strategic Plan and implementation of the best educational programs and services for the Westborough Public Schools.
    • Advises the Superintendent on all questions related to the business and financial affairs of the District.
    • Supervises the management of the financial affairs of the District, assuring adherence to all local, state, and federal rules and regulations.
    • Assumes responsibility for leadership and collaboration with stakeholders in developing the school operating budget, the capital budget, and long-range fiscal planning of budgets.
    • Assists in presenting and communicating details of the budget to the School Committee, town officials and departments, WPS staff, community members, and other constituencies.
    • Monitors the budget and prepares projections and periodic analyses as requested by the Superintendent.
    • Conducts multi-year forecasting of revenues, expenses, and other data including enrollment projections, to assist the District in achieving its goals and objectives.
    • Supervises the preparation and submission of appropriate federal, state, and local reports and grants.
    • Supervises all accounting operations, including internal and external auditing, payroll, and warrant functions.
    • Acts as Payroll Officer for the District.
    • Oversees and approves Accounts Payable Warrants.
    • Provides monthly accounting of all income and expenditures.
    • Prepares and analyzes all financial statements.
    • Supervises the collection, safekeeping, and distribution of all funds.
    • Approves all purchase orders authorizing the expenditures of finances.
    • Oversees and monitors all grant funds; advises departments on all grant fund transactions.
    • Produces adjusting Journal Entries to the Accounting system; approves of such for others.
    • Administers a budget control for all schools and departments and maintains a continuous internal auditing program of all school accounts.
    • Collaborates with school principals in managing student activity accounts and provides an internal audit of such accounts as required by State Law.
    • Collaborates with the Director of Athletics and Director of Fine Arts to manage budgets, fees, receipts, donations, and revolving fund activities.
    • Collaborates with the Director of Community Education to manage billing, fees, deposits, refunds, revolving accounts activity.
    • Oversees Medicaid Reimbursement reporting and Circuit Breaker Reimbursement claims and related work.


    OPERATIONS:
    • Supervises school support services through the supervision of and collaboration with the Director of Buildings and Grounds, the Food Services Director, the Transportation Coordinator and the bus company, and Director of Community Education.
    • Collaborates with the Director of Student Services, the Assabet Valley Collaborative, and the Transportation Coordinator, in order to arrange transportation for students with special abilities.
    • Develops and supervises facility capital and maintenance programs.
    • Prepares all bidding documents, including notice to bidders, instructions to bidders, specifications, and awarding of bids in accordance with MA law.
    • Develops all competitive bids for services, supplies, and equipment necessary for the operation of the District.
    • Stays current in price trends and market conditions and keeps informed of new sources of supplies and new product development.
    • Monitors all capital expenditure projects.
    • Represents the District in a variety of legal, contractual, and other business matters.
    • Manages the District's insurance programs.

    PERSONNEL:
    • Leads negotiation of contracts, typically with Administrative Assistants, Buildings and Grounds staff, Food Service workers.
    • Participates in the negotiations of contracts with the Teachers’, Paraeducators’, and Administrative unions.
    • Conducts financial analysis to support the negotiation process.
    • Supervises the departments and directors of Community Education, Buildings and Grounds, Food Services, and Transportation; and Construction Financial Departmental support.
    • Supervises the staff of the Business and Accounting office.
    • Assists in recruiting, hiring, training, supervising, and evaluating all financial, clerical, maintenance, custodial, food service, transportation, and support staff personnel.

    LEADERSHIP AND ADMINISTRATION:
    • Advises the Superintendent on all questions relating to the business and financial affairs of the District.
    • Analyzes the district’s personnel and staffing needs and collaborates with the Superintendent, the Assistant Superintendent, the Director of Humans Resources, building administrators, and department directors to meet needs.
    • Attends regularly scheduled School Committee meetings and all other such meetings that the superintendent may require.
    • Acts as Liaison representing the Superintendent and School Committee to town Finance, Legal, Public Works, and Operations departments and their department heads.
    • Represents the Superintendent and the School Committee on MSBA projects.
    • Represents the Superintendent and the School Committee on town or state committees as needed.
    • Prepares and submits required reports to MA DESE and other state and federal agencies.
    • Serves as the Records Officer for the District
    • Works collaboratively with town departments.
    • Assumes any and all tasks as may be assigned by the Superintendent

    • move about the Central Office, district-wide schools and other off-site locations;

    • reach with hands and arms;
    • frequently use hands to finger, handle, or feel; and use hand and arm strength to grasp tools;
    • operate a computer and other office productivity machinery (i.e., copy machine, computer printer);
    • input information into a computer;
    • read material from a computer monitor as well as handwritten or printed matter with or without visual aids;
    • see and hear on a continuous basis;
    • speak frequently to communicate with colleagues;
    • communicate effectively with staff, School Committee, town officials, and community members in person, via video conference, and/or on the telephone;
    • multitask and meet multiple demands from several people;
    • lift at least 20 lbs;
    • the noise level in the work environment is moderate and typical of an office

    Construction Supporter
